Yes, you can have a link to the .IPS patch in your signature or in a thread/website that describes what feature(s) your hack has.

Oh and for some reason MediaFire is preventing the new one from being downloaded, claiming it's "dangerous" which I'm sure is totally false. I'm guessing it's because there are un-zipped EXE files in there somewhere.

Your signature also links to a ROM download, so you are going to need to either link to a webpage/thread that hosts your hack (kind of like what I did in my signature with my hack CosmicEmerald), and/or only provide a download to a patch file (such as .IPS format).

Hey Yoel, welcome to the forum. I know it's pretty inactve around here, but I heard that things will eventually be livening up a bit. For now, I'm just hanging around moderating the small amount of stuff going on until I get word on what's going on from the others. You can go ahead and make a thread in the welcoming area if you'd like, since it will be easier to let everyone know you have arrived. Otherwise, they would have to stumble upon your profile page first.
