Default Transparent Textboxes

I was just looking through this Italian hacking forum, and I came across a post on the "Tutorials" section which shows us how to create transparent textboxes. I'm not sure if I am allowed to post a link to it, so I am not gonna risk it until somebody actually clears this up for me. Basically, there was this picture on there:

This is probably from Ruby, but the author did not specify whether it would work for FireRed. Back on PC, I saw this dude named ep!c, and on his signature, he had a picture of the Fr hero OW talking to an NPC who says "COMING SOON" on it. But the main point of that picture is that it had a transparent textbox on it, and apparently, it can be easily done with ASM. Here's the pic:

So, I was just wondering if there is anyone on here who knows how to pull it off, because ep!c doesn't seem to have the time to explain that, and the post on that Italian forum was too confusing due to the little help provided by Google Translate. If I get wind that I am actually allowed to post a link on here, I'll post the thread here ASAP.

I have done it. It gets complicated and takes a lot of hard work to pull off right. There is an english tutorial on PC, if I remember correctly. It involves overwriting a lot of RAM bytes which control palettes and tranparency.

Sounds pretty difficult. If you find the link, can you VM it to me on here?

Pretty sure this prevents weather effects during execution as well, right?

The trouble with this is, the weather is drawn in the transparency layer, so it's one or the other, unless there's a way around that?
